Actually it's hydrogen power. The dude is just separating out the hydrogen and oxygen atoms from the water molecules, and then burning the hydrogen. What he doesn't discuss is the energy required to run the frequency generator, which is almost certainly greater than the energy you can get out by burning the hydrogen.
